Kieper claimed the Florida firm collected Sweetman's cash, and never paid him his fee. The BBB logged 47 complaints against the Florida company in the last year. Wisconsin's office of consumer protection is now investigating both.
His Internet resume lists a new business based in the Dominican Republic.
WISN 12 News found the Florida company's phone out of service and its president's cellphone disconnected.
"I don't know where he is," Kieper said.
"Talk about good liars. It's just unbelievable how they can dupe people and promise people. No hearts whatsoever," Sweetman said. "I just don't want anybody else to get sucked into this."
"It's devastating enough to have worked all your life and lose a job through no fault of your own, and you know, the older you get, companies are looking for younger people. They don't want to hire somebody that's in their 50s or 60s," Sweetman said.
Sweetman has harsh words for people marketing discount cards as insurance.
"I don't have her money," Kieper said.

"Are you going to give Sweetman her money back?" Henry asked.

Sweetman canceled, demanded a refund and waited two months. She finally called another company listed on the card, Partners in Health Care, and discovered it was based in Wisconsin.
At its prestigious Fort Lauderdale address, Henry only found a mailbox rental outfit, and the company's account closed.
The Better Business Bureau said Partners in Health Care responded to each complaint and resolved most, but the BBB gave the company an "F" grade because of the volume of complaints and its failure to resolve the core problem: that consumers were led to believe they were buying health insurance, only to find they may be entitled to a discount.
"You weren't aware that they were telling people they were getting insurance?" Henry asked.

WISN 12 News tracked Partners in Health Care to an Appleton office. On its website, owner Gary Kieper boasts 30 years in the insurance industry, but Kieper said his company never claimed to sell insurance. He said if anyone promised insurance, it must have been the Florida telemarketing firm he hired to sell his medical discount cards.

The economic downturn left Jane Sweetman of Port Washington without a job, without insurance, and, she believed, without prospects.

Sweetman paid $297 but when her paperwork finally arrived, she learned it wasn't insurance she bought.
