Prior to the council's approval of bids and decision to finance the project using tax abatement bonds, Parks and Recreation Director Jay Lotthammer gave a final presentation on the latest plans and finances, expressing the benefits and support behind the project.

"This project has been close to our hearts for many years and we are really happy to do something about the pool," Tyra Lukens said.

Through these bonds, the debt will be treated similar to other debt issued by the city, according to City Manager Rick Getschow. It will be combined with other debt levied across the city.
Other projects financed by tax abatement bonds in nearby communities include a $16.8 million expansion of an existing sports center in Woodbury, a $4.9 million indoor sports facility in Savage and a $16.8 million performing arts center in Burnsville.
Mayor Nancy Tyra Lukens later responded to the pleas for a referendum, pointing out that many city projects do not require a referendum. Elected officials are chosen to make decisions for a reason, she said.

The project stems from a feasibility study that identified several inadequacies with the current facilities, including limited space to conduct Nike Uptempo Supreme Price multiple programs simultaneously, complications with pool temperature, limited lap swim times, and lack of accessible entry points for young children and the elderly.
Phase two, which includes a zero depth entry pool and a 60 foot long, three lane recreation pool, is estimated to cost $7.2 million. This would provide a play area for young children, along with a setting for learn to swim classes, water aerobics and other senior classes.
While many of the residents in attendance wore shirts bearing emblems for one of the two local swim teams, there were still skeptical residents in attendance and some still asking for a referendum.
The project also includes expansion and enhancements to the fitness center, allowing additional treadmills along with a fitness classroom and a fitness office.
The amount of the city's Capital Improvement Fund to be used toward the project is still being determined, but will likely range from $2.5 to $3.5 million. Team Foxjets has also agreed to provide $500,000 towards the project.

"Choosing a referendum isn't a legal or financial decision, it's a policy decision," said Dan Kitrell, who started the petition for a referendum.

The project's first phase, which includes two eight lane lap pools, has a cost estimate around $12.2 million. One pool would primarily be used for competitive swimming, and the other would be used for water sports like synchronized swimming and water polo.
The initial project total, including two phases and four pools, costs $19.6 million, but was brought up to $20.9 million with the council's decision to include a water slide and additional infrastructure for $1.3 million.

In addition to offering low interest rates, tax abatement bonds do not count against statutory debt limit.
"This is an investment that will provide a community wide return for many years to come," Councilmember Sherry Butcher Wickstrom said.
The council also approved several alternate items to enhance the project, mostly in the second phase, including a $1.3 million water slide along with pool systems and foundation to support the slide. Other items included a $30,105 aquatics climbing wall, a $105,143 aquatic play feature, $25,000 in LED lighting and a $9,000 diving board plinth.

General obligation tax abatement bonds are secured by "full faith and credit" of the city. Debt service would be paid by an abatement levy with a city wide levy based on city taxes in defined abatement area. This financing option is also not subject to levy limits.
Supporters at the meeting included swimmers and families representing the Eden Prairie High School Swim and Dive Team and Team Foxjet, both avid users of the aquatics center at the Eden Prairie Community Center, as well as other community center members. The council chambers were overflowing with residents waiting to hear if the expansion would come to fruition.
"Community center improvement is part of our (the city's) range of activities," Tyra Lukens said. "We are not overreaching."
